Putnam County invites residents, businesses, community organizations, and those who work in the County to review and comment on the Draft Climate Change Adaptation & Resilience Plan (CCARP). The public comment period is now open from July 30, 2026 through September 15, 2026.

CCARP Final Draft - July 2026

The final draft of the Plan consists of four main components:

  1. The Place Narrative which provides contextual information about Putnam County’s socioeconomic characteristics, ecosystems, and experiences of severe weather events. (Pgs. 23 - 47)
  2. The Climate Vulnerability Assessment which evaluates potential risks to key assets and services in the County due to long-term changes in climate and weather patterns. (Pgs. 48-128)
  3. The Vision Statement which outlines a shared purpose for the CCARP.  (Pg. 128)
  4. The Climate Adaptation Plan which outlines recommended strategies and actions for addressing these vulnerabilities. (Pgs. 128 - 151)

Vision Statement

Putnam County Resilience & Adaptation Vision Statement:

Putnam County is committed to leading by example in preparing for and adapting to current and projected climate trends. We strive to strengthen our resilience while planning for future conditions through thoughtful innovation and collaboration. Using data-driven solutions and public outreach, we will work to protect and support the communities, livelihoods, infrastructure, ecosystems, and natural resources that we value today. We recognize that this vision requires us to work together and provide the necessary resources for all of our community members, particularly those most vulnerable. By leveraging support at the local, state, and federal levels and fostering strong community partnerships, Putnam County will maintain a healthy, safe, and resilient future for generations to come.

About

Putnam County is increasingly vulnerable to flooding, extreme heat, and severe storms—hazards that can pose a threat to communities, health, property, and local businesses. To proactively address and plan for these challenges, the County partnered with the Hudson Valley Regional Council (HVRC) to develop a Climate Change Adaptation and Resilience Plan (CCARP). This countywide plan now encompasses both a Climate Vulnerability Assessment and Adaptation Plan, integrating data analysis, community input, and strategic recommendations. Once adopted, the CCARP will provide a framework for action to support the County in creating a safer, healthier, and more resilient future.

Background

In September 2025, Putnam County passed and signed a Resolution to partner with Hudson Valley Regional Council (HVRC) on creating a Climate Vulnerability Assessment & Climate Adaptation Plan.

These plans are foundational actions in the NYS Department of Environmental Conservation's Climate Smart Communities (CSC) Program. As a first step, the County and HVRC researched and evaluated past and current county policies and plans for climate resilience efforts. These projects build on Putnam County’s legacy of climate progress as a Bronze Certified Community through the DEC's CSC Program. Specifically, throughout this collaboration, Putnam County will complete three CSC Actions that can earn points toward the CSC program.

  1. Producing a Climate Vulnerability Assessment
  2. Evaluating Policies for Climate Resilience
  3. Crafting a Climate Adaptation Plan

HVRC will facilitate the completion of these deliverables free of charge for the County through New York State Department of Environmental Conservation grant funding.

This website will be updated regularly throughout the Climate Vulnerability Assessment & Climate Adaptation Planning process with draft plans, opportunities to provide input, and final deliverables. Please see below for past and current opportunities to get involved.

Climate Vulnerability Assessment: Climate hazards like storms, flooding, and severe heat can impact economic, social, and environmental assets across Putnam County. In order to proactively prepare local communities and infrastructure, Putnam County conducted a public Climate Vulnerability Assessment Survey in Winter 2025/2026 to identify the hazards that pose the largest threats to the area and the assets most at risk. Additionally, the County conducted a Draft Vision Statement Survey from November 2025 to April 2026. The public survey periods for the Climate Vulnerability Assessment Survey and Draft Vision Statement Survey are now closed. The CCARP final draft includes the incorporated Climate Vulnerability Assessment on pages 48 - 128. The Plan is now open for public comment from July 30, 2026 through September 15, 2026. Climate Adaptation Plan: How can Putnam County keep communities, infrastructure, and environmental assets safe from climate hazards? By creating a Climate Adaptation Plan, Putnam County will craft tangible strategies to prepare for the hazards and risks identified in the Climate Vulnerability Assessment.

  • The CCARP final draft public comment period, which includes the incorporated Climate Adaptation Plan on pages 128 -151, is now open through September 15, 2026.

Climate Resilience Vision: Putnam County finalized its Resilience Vision Statement in April 2026 utilizing community and stakeholder feedback from multiple public and internal surveys. The vision statement is now incorporated in the final draft of the Plan on page 128 and at the top of this web page.
