In collaboration with other county and state agencies, trades boards and local businesses, the mission of Consumer Affairs is to protect consumers and businesses from fraudulent enterprises and business practices; enhance consumer safety; strictly enforce consumer legislation; support competitive business practices; provide consumer education and information; and strengthen the consumer and business voices.

Master Electricians and Electrical Journeymen will now be required to attend a Continuing Education class prior to renewing their electrical licenses.
- For Master Electricians, this will be a requirement to renew their licenses in 2019.
- For Electrical Journeymen, this will be a requirement to renew their licenses for the 2018-2020 term.
Any Master Electricians who have shelved will be required to take a Putnam County Continuing Education Class before unshelving and applying for a Master Electrician license in 2019.
Continuing Education classes for electricians and journeymen that are licensed only in Putnam County will be offered at the: Putnam County Emergency Services Building Auditorium 112 Old Route Six Carmel, NY 10512.
Combination Continuation Education classes will be offered for those electricians who are licensed in both Putnam and Westchester Counties.

Home Improvement Contractor Registration
The Office has a mandatory contractor registration program to assure that all contractors who work on residential properties in Putnam County are insured, bonded and have workers’ compensation insurance. We also offer a program of investigating complaints between the contractor and consumer when consumer complaints arise.

PUTNAM COUNTY NO LONGER HAS A RECIPROCAL AGREEMENT WITH ROCKLAND COUNTY FOR ALL PLUMBING/MECHANICAL TRADES LICENSES. CURRENT LICENSES WILL BE HONORED BUT NO NEW RECIPROCAL LICENSES ARE AVAILABLE. (12/9/2022)

What We Do
- Weights and Measures Device Inspection – This Office operates a mandatory commercial device inspection and testing program which includes scales, fuel dispensing devices and fuel oil delivery trucks. Inspections are conducted in accordance with New York State Agriculture & Markets Law using State and Federally approved methods. These services require a fee, but there is no fee for testing as a result of a consumer complaint.
- Motor Fuel Quality – This Office participates in the New York State Petroleum Quality (PQ) program, which ensures that all gasoline stations in Putnam County have their products tested periodically by a certified lab to ensure the quality meets all applicable State and Federal standards. Putnam County is reimbursed for all costs associated with participation in the PQ program.
- Item Pricing/Scanner Accuracy – This Office conducts Item Pricing and Scanner Accuracy inspections at retail stores to ensure compliance with applicable New York State and Putnam County laws. We also issue a “Waiver of Item Pricing Requirements” for those stores who wish to participate in Putnam County’s voluntary Item Pricing Waiver program.
- Licensing of Secondhand Dealers of Precious Metals and Gems – The Office licenses business that wish to buy Secondhand Precious Metals and Gems from consumers.
