Mission Statement

The Soil and Water Conservation District was created in 1967 to develop and carry out a program of soil, water and related natural resource conservation by providing technical assistance and programs to residents, landowners and units of government.



Soil & Water Conservation district board meets on the last Wednesday of the month at 9:00am. We meet at the DPW building conference room at 842 Fair Street, Carmel, NY. 10512.

Putnam County Agriculture & Farmland Protection Board

The Putnam County Agricultural and Farmland Protection Board (PCAFPB) was formed in 1997 to advise the County legislature on actions that impact farms, and review Agricultural District petitions submitted during the Annual Enrollment period of April 1st through April 30th.  The PCAFPB shall also develop, assess, and approve county agricultural and farmland protection plans.  The PCAFPB is a resource for farmers, landowners, and municipalities regarding any agricultural concerns within Putnam County.

Putnam County’s 2024 Tree and Shrub Seedling Sale

Cornell Cooperative Extension and Soil and Water Conservation have teamed up again to offer a wonderful selection of trees and shrubs. The seedling sale has a long-standing tradition of planting trees and shrubs that create habitat and protect water quality. Trees reduce the amount of storm-water runoff, which reduces erosion and water pollution while stabilizing shorelines, reducing the effects of flooding. And our selection of plants includes native trees, shrubs, and perennials that support birds and pollinators.

How can I obtain a soil survey?

By mail: Send a check for $25 made payable to the Putnam County Commissioner of Finance, and the survey will be mailed to you.
In person: Come to the office to purchase the survey for a cost of $25.

Do you test soil or water?

The department does not do soil or water testing.

UPDATE FOR Putnam County Farmers/ Landowners:

If you plan to apply for an agricultural assessment this year, applications must be submitted to your municipality by March 1.

An agricultural assessment is a property tax assessment that values eligible farmland based on its agricultural use rather than full market value, which can significantly reduce property taxes.

Soil maps are required as part of this process. During the Putnam County Soil & Water Conservation District’s current transition period, soil map requests for Putnam County properties are being handled by the Westchester County Soil & Water Conservation District.

To allow enough time for processing and to ensure on-time municipal submission, landowners must contact the Putnam County SWCD Board and submit required documents no later than February 15. The Board will coordinate directly with Westchester County SWCD and notify them to expect submissions. This interim process will remain in place until further notice.
