DIRECTOR OF TRANSPORTATION

DISTINGUISHING FEATURES OF THE CLASS: This is important work involving the oversight and development of the public transportation operations of Putnam County. This work includes the development of a comprehensive transit program strategy which will cost effectively meet identified transportation needs of county residents, stimulate economic growth and encourage tourism. Incumbent is responsible for working with stakeholders in developing and executing this strategy. This includes managing contractual relationships relative to transportation services, which may include maintenance and/or improvement/construction projects. Additional responsibilities will include ensuring proper maintenance and repair of County transportation assets, identification of process improvements and correction of process deficiencies, risks and/or liabilities and ensuring compliance with applicable state, local and federal standards and specifications. The Director of Transportation acts as a liaison for several local, regional, State, and other transportation programs and boards. Work is performed under general supervision of the Commissioner of Planning, Development and Public Transportation and under the general administrative direction of the County Executive. Supervision is exercised over subordinate planning and clerical staff. Performs related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Oversees and directs the implementation and development of the County’s public transportation program;
  • Manages all transit operations, buildings, facilities, grounds and keeps inventory of equipment;
  • Oversees route planning and emergency planning relative to public transportation;
  • Administers and/or maintains contracts for transit programs including but not limited to Fixed Route, Paratransit, Mobility Management, Demand Response, Veterans Transit Services, Early Intervention transport services, shuttle services, and special events;
  • Oversees County bus operations and manages affairs with private bus contractors;
  • Oversees execution of comprehensive strategy and establishment of new service provider contracts;
  • Coordinates public transportation services with local, State, and other county and regional public transit providers;
  • Conducts and oversees the preparation of transportations studies related to transit modeling and transportation planning, including routes, road, rail and river transport studies;
  • Oversees the development and implementation of policies, strategies and operational priorities as they relate to transportation services, with ongoing goals of improving service, reducing cost, meeting public utilization demand, and providing greater economic efficiency;
  • Performs research concerning County programs and completes applications to obtain financial and technical assistance through local, State, Federal, or other revenue sources;
  • Plans and implements special and capital projects related to transportation, including coordination with outside agencies, design, construction, maintenance, and contract administration;
  • Coordinates with Metro-North Railroad and the Metropolitan Transit Authority regarding transit projects, including rail safety, capital improvements, station maintenance, and shared transportation opportunities;
  • Assists in the preparation of and monitors the annual operating budget;
  • Prepares project reports for the Commissioner and/or for other management personnel within the County as directed;
  • Ensures compliance with all Federal and State laws and regulations related to public transit operations and programs as required by the New York Metropolitan Transportation Council, including preparation and completion of the Unified Planning Work Program and special transportation studies;
  • Analyzes and evaluates county issues, programs and projects and reports to the County Executive;
  • Represents the County at New York Metropolitan Transportation Council meetings and field-related conferences and trainings;
  • Represents the County in corresponding with elected and appointed officials, local, regional, State, and Federal agencies, as well as the private sector, and the public regarding County transportation matters;
  • Works closely with the Commissioner of Planning, Development and Public Transportation to ensure compliance with federal and state requirements regarding planning studies, system reports, evaluations, standards, forms and specifications, including all responsibilities relative to the Federal Transit Administration’s Triennial Renew Program;
  • Performs other related duties as required by the Commissioner of Planning, Development, and Public Transportation and/or the County Executive;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of principles and practices involved in program management; thorough knowledge of the principles and practices of public administration and strategic planning; thorough knowledge of principles and practices used in municipal planning, development and planning studies; thorough knowledge of local geography, roads, neighborhoods, etc.; good knowledge of the principles and practices of supervision; good analytical and problem-solving capabilities; ability to maintain records and reports; ability to plan, organize and direct the work of others; ability to transmit clear verbal and written instructions; ability to communicate clearly and effectively, both orally and in writing; ability to establish and maintain effective working relationships; reliability; initiative; resourcefulness; integrity; tact and courtesy.

MINIMUM QUALIFICATIONS:

  1. Masters degree, or higher, in planning, civil engineering, government and/or public administration, economics, business administration or related field and six (6) years of experience in municipal, community, regional or transportation planning, construction or public works;
  2. Masters degree, or higher, and eight (8) years of experience in municipal, community, regional or transportation planning, construction or public works;
  3. Bachelors degree in planning, civil engineering, government and/or public administration, economics, business administration or related field and eight (8) years of experience in municipal, community, regional or transportation planning, construction or public works;
  4. Bachelor’s degree, or higher and ten (10) years of experience in municipal, community, regional or transportation planning, construction or public works; or
  5. An equivalent combination of training and experience as described in a) and b) above

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

PLEASE NOTE: Possession of a valid, unrestricted, appropriate level driver’s license appropriate to the type of motor equipment being operated and/or the needs of the school district, and acceptable driving record, are required at time of appointment and must be maintained throughout employment.
