DUAL RECOVERY SERVICES COORDINATOR
DISTINGUISHING FEATURES OF THE CLASS: Under direct supervision by the Commissioner or Deputy Commissioner of Social Services and Mental Health, an incumbent of this class works to improve and reframe the integration of health, mental health, substance use, and intellectual/ developmental disabilities services by identifying research informed practices, developing fidelity measures, and standardizing service performance measures. The incumbent must be knowledgeable in all aspects of the operation of contractual mental health programs and programs including client services, fiscal affairs, licensure and logistics. The position is characterized by extensive contact with local providers through assessment, training, and mentorship with an end goal of increased services. The coordinator works directly with agencies within the mental health, substance use and ID/DD system from a quality improvement framework to facilitate effective utilizing national best practice standards, comprehensive data and collaboration. Performs related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Provides specialized coordination and consultation to criminal justice programs, the local hospital, and various case management programs including homeless outreach, outpatient providers and prevention;
- Assists providers in the community in becoming Dual Diagnosis Capable, according to NYS criteria;
- Provides or arranges training to county and community agencies and organizations regarding issues specific to individuals affected by co-occurring disorders;
- Acts as liaison with State Agencies such as OMH and OASAS in order to collaborate and guide local workgroups;
- Assesses community needs, facilitates communication and assists with program and systems development;
- Coordinates and provides integrated treatment training to primary care providers regarding the importance of identifying and referring people with co-occurring services;
- Coaches and mentors providers on use of data in quality improvement and program development;
- Participates in statewide dual recovery coordinators quarterly meeting;
- Provides quarterly and year-end written summary of progress, achieved outcomes, identified challenges, and an updated plan to address and resolve these challenges;
- Takes an active role as Chair in the Co-Occurring System of Care and Bridge Alliance meetings to create a vision and direction for providers;
- Provides consultation for providers, professionals and family members for people with complex needs;
- Promotes and facilitates cross system training;
- Researches national and state data and best practice models;
- Increases capacity to provide treatment for co-occurring disorders, promotes evidenced based models, supports data collection efforts and identifies training needs;
- Coordinates cross system meetings to increase outcomes and access to clinical, case management and housing programs;
- Participates in inter-agency dual recovery workgroups/staff meetings as needed;
- Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of organizational and administrative processes and techniques particularly as applied to psychiatric rehabilitative programs, mental health treatment services, substance abuse facilities, and intellectual/developmental disabilities services; good knowledge in dual diagnosis criteria; good knowledge of the theories and philosophies applicable to mental health service; ability to work cooperatively with professional and non-professional personnel; ability to train others; ability to use computer applications such as spreadsheets, word processing, e-mail and database software; initiative and creativity in assessing the need for and creating programs; good judgment; tact; resourcefulness; courtesy.
MINIMUM QUALIFICATIONS:
- Master’s degree or higher in Social Work, Psychology, Mental Health, or closely related field and three (3) years of administrative experience with individual’s having dual disorders; or
- Bachelor's degree in Social Work, Psychology, Mental Health, or closely related field and five (5) years of administrative experience with individual’s having dual disorders; or
- Bachelor's degree and seven (7) years of administrative experience with individual’s having dual disorders
PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
