EMERGENCY MEDICAL SERVICES (EMS) FIELD SHIFT SUPERVISOR

DISTINGUISHING FEATURES OF THE CLASS:  Work involves acting as direct EMS supervisor for a town-based ambulance service. This includes overseeing and scheduling emergency medical technicians (EMTs), while participating in emergency medical response and provision of emergency medical services. Coordinates, implements and enforces procedures and protocols in accordance with the town’s established medical procedures as well as those mandated by higher levels of medical authority. Cooperates with other local emergency and law enforcement personnel as necessary. Work is performed under the general supervision of the town’s EMS Program Coordinator. Provides supervision to Emergency Medical Technicians. Performs related work as required.

TYPICAL WORK ACTIVITIES:          (Illustrative only)

  • Provides direct supervision to all Emergency Medical Technicians (EMTs) working for the ambulance service;
  • Schedules Emergency Medical Technicians for all shifts;
  • Ensures that EMT certification and ongoing training requirements are met and maintained;
  • Assists in the recruitment, onboarding, training and evaluation of team members;
  • Ensures completion of daily 800 and end-of-shift reports;
  • Ensures all patient care reports are submitted in a timely manner;
  • Ensures compliance with rules, regulations, laws and procedures;
  • Schedules routine and preventative maintenance of communications equipment, medical equipment and ambulances/vehicles;
  • Acts as liaison between the ambulance service and the public, police, fire and other EMS agencies;
  • Assists in the development and facilitation of training exercises, and may act as an instructor;
  • Assists in coordinating promotional and public outreach activities to inform and educate the public and encourage participation in and utilization of the ambulance service;
  • Maintains records regarding employees;
  • Attends regular operational meetings and meetings with outside agencies;
  • Assists in the purchasing, and inventory control of medical equipment and supplies;
  • Uses computer applications such as spreadsheets, word processing, calendar, email and database software in performing work assignments;
  • Works scheduled tours on ambulance performing emergency medical interventions and patient care;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of Basic Life Support and emergency medical treatment procedures and protocols; thorough knowledge of and skill in using a variety of emergency medical  equipment in an ambulance/rescue vehicle; thorough knowledge of recent developments in the field of emergency medical treatment; good knowledge of the geography of the area; working knowledge of background, policy and protocol instituted by federal, state, regional, and local emergency medical services (EMS) programs; ability to communicate via radio; ability to perform assessments and appropriately apply medical procedures in crisis situations; ability to perform calmly and efficiently in crisis situations; ability to establish and maintain effective working relationships; ability to plan and direct the work of others; ability to communicate effectively both orally and in writing; ability to maintain records and prepare reports; stamina and endurance to perform rescues; ability to lift, carry, and balance 125lbs, 250 with assistance; dependability; integrity; good judgment; resourcefulness; professionalism, and courtesy.

MINIMUM QUALIFICATIONS:

Graduation from high school or possession of a comparable diploma and two (2) years of paid or volunteer experience as an active member of an emergency services organization (i.e., firefighter in an organized fire department, emergency medical personnel for an ambulance service, or closely-related position), one (1) year of which must have been in a supervisory and/or training capacity.

SPECIAL REQUIREMENTS:

  1. At the time of appointment, possession of a valid New York State Department of Health Certification as Emergency Medical Technician-Basic (EMT-Basic) or higher certification.
  2. At the time of appointment, possession of a valid motor vehicle operator's license.
  3. At the time of appointment, successful completion of Incident Command System (ICS) courses 100, 200, 700 and 800 provided by the National Incident Management System (NIMS) in collaboration with the U.S. Department of Homeland Security Emergency Management Institute (EMI).
