ENGINEERING PROJECTS MANAGER

DISTINGUISHING FEATURES OF THE CLASS This is technical civil/environmental engineering of intermediate scope, involving coordination of operation of multiple sewer and water districts. Work may be performed in the field or office as required Responsibilities also include the preparation, maintenance, and interpretation of geographic database, as well as other special projects and programs, as assigned. Work is performed under general supervision of the Town Engineer, with leeway allowed for the exercise of independent judgment in carrying out details of the work. All work and policy decisions are subject to approval by the Town or Village Engineer or other licensed professional Engineer directing the work of such an employee. Performs related work as required.

TYPICAL WORK ACTIVITIES:  (Illustrative only)

  • Independently performs basic design and computation of engineering projects;
  • Assists with planning for proposed identifying changes in project scope, and preparing reports of planned and completed work, which includes estimates, methods and techniques as applied to the applications, design, construction, maintenance and repairs of public works (such as water mains, sanitary sewars, storm drains, , etc)
  • Uses GIS software to modernize asset & Geodatabase management including water and sewer utilities, storm-water inspections, and inspections documentation;
  • Assists in the preparation of Requests For Professional Services;
  • Conducts compliance inspections of stormwater and other water drainage structures and/or facilities;
  • Work with higher level engineering staff on a variety of engineering and technical problems;
  • Review and comment on applications to the Planning, Zoning , Environmental Boards along with integrated plot plans ;
  • Inspects construction sites per MS4 requirements;
  • Provides technical assistance for Town water and sewer districts;
  • Provides technical assistance to Town or Village boards and departments, as needed;
  • Delegates work to and provides supervision of technical and clerical staff;
  • Responds to inquiries and complaints from Town residents, as necessary;
  • Performs related clerical and reporting work, as needed.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of public works and the principles of civil/environmental engineering to operate and maintain public works, such as water mains, sanitary sewers, storm drains, etc.; Working knowledge of administrative principles and practices that apply to local government; Working knowledge with using GIS software and its applications, i.e. traditional mapping, report generation, web publishing, database management; Working knowledge of the principles, practices, and techniques involved in environmental planning and in the conduct of studies and site surveys; Working knowledge of local, state, and federal environmental regulations related to water quality, watershed management, and the Clean Water Act; Ability to initiate and develop studies and investigations and to prepare reports

MINIMUM QUALIFICATIONS

  1. Bachelor’s degree in engineering which included at least fifteen (15) semester hours of civil engineering or related courses and two (2) years work experience field of engineering which must have involved working with water and sewer systems, planning, GIS databases or stormwater;
  2. A minimum of sixty (60) semester hours of civil engineering or related courses and four (4) year work experience field of engineering which must have involved working with water and sewer systems, planning, GIS databases or stormwater;
  3. Engineering in Training Certificate and a bachelor’s Degree in engineering and four (4) years’ experience in the field of engineering which must have involved working with water and sewer systems, planning, GIS databases or stormwater

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SUBSTITUTION NOTE:   A Master’s degree in engineering may be substituted for two (2) years of experience.

SPECIAL REQUIREMENT: Possession of a valid, unrestricted, appropriate level driver’s license, and acceptable driving record are required at time of appointment and must be maintained throughout employment.
