SENIOR NETWORK ADMINISTRATOR/WEB DESIGN

DISTINGUISHING FEATURES OF THE CLASS:  This is responsible technical work involving the coordination, implementation and maintenance of network systems, hardware, and software across County departments. Incumbent acts as liaison and main contact with all County departments and representatives in the design of webpages and implementation of design standards. Work is performed under general supervision of the Director of Information Technology, with wide leeway allowed in the use of independent judgement in completing the work. Supervision is exercised over the work of IT Systems Specialists and other subordinate technical staff. Performs related work as required.

TYPICAL WORK ACTIVITIES (Illustrative Only)

  • Monitors and oversees daily operations and performance of County network systems and infrastructure;
  • Organizes and manages effective communications across County departments regarding network usage, related software and hardware, associated procedures, and network and connectivity problems;
  • Integrates services such as internet, e-mail, e-commerce, intranet, and various web/browser applications across a wide variety of client/server platforms;
  • Coordinates the configuration, installation, maintenance and repair of local area network (LAN) hardware and software;
  • Leads and participates in the installation, configuration and integration of desktop and laptop computers, computer operating systems and peripheral equipment to domains/LANs;
  • Identifies needs and requirements, and recommends critical design changes for network usage across County departments;
  • Oversees the development, implementation and maintenance of website standards for all County departments;
  • Coordinates with department heads, their representatives and department webmasters in the visual and design aspects of all programs and services communicated to the public through web-based media;
  • Oversees the development, design and maintenance of County website and department web pages using HTML, web utilities, graphics, database, word-processing, and/or web design software;
  • Oversees the development of procedures and practices of network management and maintenance;
  • Performs periodic preventive maintenance in accordance with manufacturer recommendations and departmental standards;
  • Assists in assigning, directing, reviewing and evaluating the work of subordinate technical staff;
  • Assists technicians in completing work and provides instruction as necessary;
  • Actively researches and keeps abreast on new industry developments, methodologies, software and hardware, and peripheral equipment, and provide recommendations to improve network productivity and functionality;
  • Moves and lifts heavy equipment for set-up, installation, repair, de-installation, or maintenance;
  • May respond to user calls and emails for maintenance, service, repairs or other computer system related problems, and provides resolutions to problems;
  • May order and maintain equipment and supplies;
  • Performs related functions as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Thorough knowledge of principles and practices of networking and computer system (software and hardware) operations, analysis and troubleshooting; thorough knowledge of data communications and electronics terminology; thorough knowledge of server installation, security and maintenance procedures; thorough knowledge of web utilities and web design software; ability to install, configure, maintain, repair and upgrade a variety of network and computer hardware and software, including operating systems, drivers and related software for peripheral components, etc.; ability to supervise the work of others; ability to teach subordinates in the work; ability to communicate clearly and effectively, both orally and in writing; ability to understand and follow oral and written instructions; ability to establish and maintain effective working relationships; skill and dexterity in the use of tools; physical ability to move equipment and supplies.

MINIMUM QUALIFICATIONS:          Either

  1. Bachelor’s degree in computer science, Information Science, Web Development, Network Administration or a related field, and seven (7) years of full-time paid experience in the computer technology field which must have involved system or program design, network maintenance, web design or related computer technology activities; or
  2. Associate’s degree in Computer Science, Information Science, Web Development, Network Administration or a related field, and nine (9) years of full-time paid experience as described in a) above; or
  3. An equivalent combination training and experience as indicated in a) and b) above.

SUBSTITUTION NOTE: Post-secondary level education may be substituted for one (1) year of the required experience indicated above on the basis of thirty (30) college credits per year of experience.
