SENIOR PUBLIC HEALTH ENGINEER

DISTINGUISHING FEATURES OF THE CLASS Work involves providing advice and guidance to local officials and the general public with regard to environmental health problems and the measures necessary for improvements and compliance with legal requirements, as well as providing leadership in promoting of public health through beneficial environmental health practices in relation to environmental health matters. Work is performed under general supervision of the Director of Public Health Engineering. Supervision may be exercised over Assistant Public Health Engineers, Sanitarians and technical assistants. Performs related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Guides and directs education and regulatory activities pertaining to the program;
  • Prepares budgets for and evaluates environmental health programs;
  • Supervises enforcement of provisions of local and State Public Health Laws and Sanitary Codes relating to air pollution, x‑ray installations, public water supplies, sewerage and waste disposal, operation of water and sewage treatment plants, swimming pools and bathing beaches, camps, hotels, lodging and boarding houses, dairies, restaurants and public eating places, milk pasteurization plants, stream pollution, realty subdivisions, qualifications of water and sewage treatment plant operators, public health nuisances and related matters;
  • Under the supervision of the Director, reviews and/or approves plans for construction and compliance in Land Development Programs which will encompass realty subdivisions, condominiums, and commercial/industrial projects;
  • Represents the Department of Health on all matters and problems related to environmental health;
  • Maintains relationships and cooperates with State and Federal Agencies whose work or policies affect the environmental health program;
  • Prepares technical reports including recommendations;
  • Assists in developing public health engineering and environmental health policies;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES & PERSONAL CHARACTERISTICS Thorough knowledge of the basic principles, practices, techniques and administration of public health engineering and environmental health programs as related to air pollution, water supplies and purification, sewerage and sewage disposal, steam pollution, sanitary control of milk and other foods, sanitary control of restaurants and public eating places, smoke abatement, sanitary control of camps, hotels, lodging houses, boarding houses, swimming pools, bathing beaches, housing, public health nuisances and general sanitation; thorough knowledge of provisions of Public Health Law and State Sanitary Code related to the above subjects; ability to plan, develop, direct and administer public health engineering and environmental health programs and to project and integrate these into the departmental program; ability to prepare technical reports and correspondence; demonstrated skill in public health engineering techniques and practices; extraordinary initiative and resourcefulness in solving difficult public health engineering problems; ability to deal satisfactorily with public and other officials; ability to develop and maintain good public relations; good judgment.

MINIMUM QUALIFICATIONS:*

Bachelor's degree in Civil or Environmental Engineering and four (4) years of engineering experience.

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SPECIAL REQUIREMENT:

Licensure as a Professional Engineer in New York State.

SPECIAL REQUIREMENT:

Possession of a valid, unrestricted, appropriate level driver’s license, and acceptable driving record are required at time of appointment and must be maintained throughout employment.

*  The minimum qualifications reflect and comply with New York State Sanitary Code Title 10, Chapter 1, Sections 11.101-102 of the New York State Codes, Rules and Regulations (NYCRR).
