SOLID WASTE MANAGER

DISTINGUISHING FEATURES OF THE CLASS:   This position involves planning, development, implementation and ongoing coordination of an efficient and effective countywide solid waste and recycling program, which may include responsibility for all related waste management programs, such as litter control, environmental education, waste hauler licensing programs, or related activities. Under established County policies and guidelines, the incumbent supervises· the ·countywide collection, transportation and disposal of recyclable. materials. Incumbent will develop and oversee the Putnam County Solid Waste Management Plan. Additional responsibilities include planning, development, implementation and coordination of a variety of community education activities and special projects, as well as research of related issues and developments in the field. The Solid Waste and Recycling Coordinator may assist and advise municipalities within the County with implementation of local recycling. programs, as needed. The work is performed under minimal supervision, requiring the exercise of independent judgment. Direct supervision is exercised over subordinate staff and volunteers. Performs related work as required.

TYPICAL WORK ACTIVITIES:   (Illustrative only}

  • Participates in the· planning., development, and evaluation of- recycling, solid waste, and reclamation programs for the efficient handling and marketing of recyclable ·materials;
  • Participates in the research, development, establishment and enforcement of County policies and regulations relative to recycling and waste management;
  • Supervises the countywide collection, transportation and disposal of recyclable materials;
  • Oversees all County waste management programs, including Putnam County Litter Abatement Program, Keep Putnam Beautiful Program, Putnam County Licensing Program for waste haulers;
  • Supervises County employees and volunteers responsible for the collection, transportation and marketing of recyclable materials;
  • Enforces Putnam County Waste Management regulations by conducting reviews and inspections, investigating violations, and issuing warnings in connection with violations of existing regulations and ordinances;
  • Provides consultation, assistance and advice to municipal officials relative to the planning, development and implementation of local recycling programs;
  • Provides information to municipal officials relative to grants and other forms of monetary and non-monetary assistance from public and private sources;
  • Serves as liaison and maintains communications with officials in surrounding counties relative to recycling programs and initiatives;
  • Prepares and submits grant applications and funding requests to appropriate sponsors or funding sources;
  • Prepares and submits reports and documentation to New York State Department of Environmental Conservation er other agencies, as required;
  • Writes and distributes educational material, press releases, and other informational materials designed to promote County recycling programs to encourage the participation of residents and businesses in recycling and waste management programs;
  • Reviews, innovates and revises programs and activities as necessary in response to changing conditions;
  • Conducts and/or participates in public seminars and/or meetings related to recycling management;
  • Conducts research, including field surveys, reviews and studies relative to recycling storage, collection, transportation, separation, processing, and marketing of reusable materials, and prepares reports and presentations of research finding, as necessary;
  • Conducts and/or participates in informational seminars and training programs for recycling personnel, including volunteers;
  • Maintains or oversees maintenance of records, files, and inventories;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS:  Good knowledge of  the  goals and objectives of  recycling and waste management programs; good knowledge of methods and systems for control, storage, collection, transportation, separation, processing and marketing of reusable materials; good knowledge of the laws of the State of New York pertaining to storage, collection, separation, processing., recycling and the disposal of solid waste; good knowledge of the current state of the art materials processing methods, techniques and practices applicable to all forms of  reusable materials and ability stay current within this field; working: knowledge of grant application procedures, proposal  writing,  and grant administration; ability to supervise  and direct the work of  others; ability to express ideas clearly and effectively,  both orally  and in writing;  ability  to establish  and maintain effective working relationships; ability to establish and maintain effective working relationships with county and local officials, community groups, and public and private agencies; physic-al condition commensurate with the demands of the position.

MINIMUM QUALIFICATIONS: Either

  1. Bachelor's degree or higher and one (1) year full-time paid work experience in solid waste or recycling management or planning; or two (2) years of administrative, governmental, or business experience at a management level or higher; or
  2. Associate' s degree or sixty (60) college level credits and three (3) years’ full-time paid work experience in solid waste or recycling management or planning; or four (4) years of administrative, governmental, or business experience at a management level or higher; or
  3. Graduation from High School or equivalent and five (5) years’ full-time paid work experience in solid waste or recycling management or planning; or six (6) years of administrative, governmental, or business experience at a management level or higher

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SPECIAL REQUIREMENT: Possession of a valid unrestricted appropriate level driver’s license for the type of motor equipment being operated, and acceptable driving record, are required at time of appointment and must be maintained throughout employment.
