SUPERVISING CREW CHIEF II
DISTINGUISHING FEATURES OF THE CLASS: This is important field and supervisory work involving responsibility for organizing and assigning the work of a large number of employees in the proper and efficient completion of a variety of maintenance, construction and repair projects of roads, facilities, trees, parks and/or recreational areas, while fully participating in the work. The incumbent of this position coordinates directly with the Highway Superintendent or department administration to plan and schedule such projects. Work is performed in accordance with established policies and procedures and involves responsibility for efficiency and economy in use of personnel, materials and equipment. The Supervising Crew Chief II is distinguished from Supervising Crew Chief I by reason of the complex nature and scale of the work involved and/or overall responsibility. General supervision is provided by the Highway Superintendent (in a Town or Village), Commissioner of Highways & Facilities, his/her Deputy, or the Supervisor of Construction and Maintenance (in the County Department of Highways and Facilities) with wide leeway allowed for the exercise of independent judgment both in day-to-day duties and in planning and coordinating the work. Direct supervision is exercised over the activities of Crew Chiefs and subordinate construction and maintenance employees. Performs related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Plans, schedules and supervises the work of all Highway Department crews (road crews, parks crews, tree crews, etc.) for all work, maintenance and repair projects including snow and ice removal;
- Coordinates and supervises the work of all Crew Chiefs;
- Monitors daily operation and ensures safety and operational guidelines are exercised and adhered to at all times for the safety of employees and the public;
- Develops weather preparedness plans and crew schedules, for wind, rain, snow, ice and flooding events, and may respond to emergency calls;
- Receives and reviews work order requests and complaints from the public;
- Performs clerical duties including but not limited to preparing daily schedules and work reports, and processing time sheets, work orders, etc;
- Assesses and monitors the conditions of roadways to determine the pavement condition index (PCI);
- Plans, schedules and supervises roads construction projects, in coordination with and under the supervision of the Highway Superintendent or Supervisor of Construction and Maintenance, including but not limited to construction of roads and reconstruction of existing roads, blacktopping, concrete catch basins, water and sewer lines, drainage structures, grading, culverts, driveway pipes, building construction, excavating and site preparation;
- Plans, schedules and supervises bridge construction projects, in coordination with and under the supervision of the Highway Superintendent or Supervisor of Construction and Maintenance, including but not limited to setting and bolting structural steel, forming concrete footings, abutments, decks and curbs, placing reinforcement steel, pouring and finishing concrete, setting bridge railings, stripping forms and finishing concrete, painting structural steel railings;
- Plans, schedules and supervises reconstruction of bridges, in coordination with and under the supervision of the Highway Superintendent or Supervisor of Construction and Maintenance, including but not limited to dismantling old superstructures, abutments and footings, excavating new footings and abutments, operating pumps for removing water, building forms for footings and abutments, setting subforms, installing reinforcement steel, pouring concrete, stripping forms and finishing concrete;
- Plans, schedules, and generally oversees construction projects at parks or conservation areas, in coordination with and under the supervision of the Highway Superintendent or Supervisor of Construction and Maintenance, including but not limited to park buildings, hiking trails, park amenities (picnic tables, benches, kiosks, signage, etc.), cart paths, fences and gates, playgrounds, beaches and swimming areas;
- Plans, schedules and supervises the setup, maintenance and cleanup of special events;
- Plans and estimates material requirements and manages delivery schedule of equipment and materials to job sites;
- Monitors the inventory and ordering of supplies;
- Coordinates with contractors working on various jobs;
- Periodically inspects vehicles and equipment for defects to ensure safety and to determine need for maintenance;
- Ensures that all workers are fully trained in the proper use of equipment and materials;
- Coordinates with Highway Superintendent, Commissioner of Highways & Facilities, or Supervisor of Construction and Maintenance to determine equipment repair and maintenance priorities;
- Coordinates with Highway Superintendent, Commissioner of Highways & Facilities, or Supervisor of Construction and Maintenance to plan, prepare and strategize the work of the Highway Department;
- Operates all equipment, including trucks, tractors, excavators, loaders, construction equipment, etc.
- May respond to accidents, generate accident reports regarding employee injuries and vehicle collisions, and work with police departments;
- May be required to discipline employees or refer behavior or events to department administration;
- May represent the Highway Superintendent or Supervisor of Construction and Maintenance in his/her absence;
- Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Comprehensive knowledge of modern highway and bridge construction, maintenance and demolition methods and procedures; comprehensive knowledge of equipment, materials, tools, terminology and safety precautions as applied in highway construction, bridge construction, building construction, snow removal and ice control; good knowledge of management procedures and techniques involved in planning and development of safe and efficient public highways, road systems, buildings and facilities; working knowledge of municipal boundaries; ability to read and understand sketches, blueprints and complex plans relating to highway, bridge and building construction; ability to plan, organize, coordinate and direct the activities of a large number of skilled and/or semi-skilled workers; ability to delegate appropriately and efficiently; ability to understand and carry out complex written and oral directions; ability to use computer applications such as spreadsheets, word processing, and database software; ability to enter data, organize and maintain records, and prepare reports; ability to prepare construction cost estimates; ability to maintain accurate progress and activity records; ability to establish and maintain effective working relationships; ability to communicate effectively, both orally and in writing; initiative; integrity; resourcefulness; good judgement, tact and courtesy.
MINIMUM QUALIFICATIONS:
- Associates degree or higher in a field or fields related to construction management, civil engineering, and/or construction trades, and eight (8) years of experience in highway, bridge, road, and/or park maintenance and construction, five (5) years of which must have been in a responsible, supervisory position such as Crew Chief or related title.; or
- Completion of a two (2) year course in a technical institute in a field or fields related to construction management, civil engineering, and/or construction trades, and eight (8) years of experience in highway, bridge, road, and/or park maintenance and construction, five (5) years of which must have been in a responsible, supervisory position such as Crew Chief or related title; or
- Graduation from high school or possession of a comparable diploma and ten (10) years of experience in highway, bridge, road, and/or park maintenance and construction, five (5) years of which must have been in a responsible, supervisory position such as Crew Chief or related title.
- An equivalent combination of training and experience as described in a) and b) above.
SUBSTITUTION NOTE:
Additional post-secondary level education may be substituted for one (1) year of the required experience indicated above on the basis of thirty (30) college credits per year of experience. Military service may also be substituted on a year for year basis provided such service was honorable or under honorable circumstances.

SPECIAL REQUIREMENT:
Possession of a Commercial Driver’s License (CDL) valid in the State of New York, with endorsements appropriate to the type of motor equipment being operated, and acceptable driving record, are required at time of appointment and must be maintained throughout employment.
