SUPERVISING PUBLIC HEALTH EDUCATOR

DISTINGUISHING FEATURES OF THE CLASS:  Work involves responsibility for coordinating, planning and administering educational programs geared towards health, wellness and fostering healthy behavior. Responsibilities include evaluating the public health education needs of the county, overseeing public health education needs of the county health department, and completing and submitting mandated documents, including the Community Health Assessment and the Municipal Public Health Services Plan. Supervision is exercised over Public Health Education staff, including the County Bioterrorism Coordinator, Lyme Disease Coordinator, and Assistant Public Health Educator.  Work is performed under general supervision of the Public Health Director or the Director of Patient Services. Performs related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Organizes and implements a coordinated plan for public health education for the residents of Putnam County;
  • Issues press releases to the media and public health alerts to the medical community;
  • Oversees the public health education needs of the Putnam County Health Department, including both nursing and environmental issues;
  • Prepares New York State Department of Health mandated documents, including the Community Health Assessment and the Municipal Public Health Services Plan;
  • Writes and submits grant requests for new and existing health education programs and completes the budget for the grants;
  • Serves as a member of the Education and Training subcommittee of the Bioterrorism Task Force;
  • Represents Putnam County as a liaison to the New York State Department of Health Public Affairs Group and Education and Training Group relative to bioterrorism preparedness issues;
  • Serves as Public Information Officer for the County Health Department in the Putnam County Bioterrorism/Disaster plan;
  • Represents Putnam County as a member of various public health related multi-county coalitions;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of the principles, practices and techniques of public health education; good knowledge of community organization work; working knowledge of epidemiology, data collection and behavioral and attitudinal surveys; ability to develop, plan, advertise, schedule and conduct educational seminars and workshops; ability to survey public health education needs, and use such information to evaluate and improve educational seminars, workshops and programs; ability to prepare health education materials, including curricula, pamphlets, exhibits, and audio‑visual presentations; ability to supervise the work of others; ability to express ideas clearly and effectively both orally and in writing to groups and individuals; ability to establish and maintain effective relations with community agencies; ability to deal effectively and objectively with clients and community groups of diverse socio-economic backgrounds and cultures; good listening skills; social perceptiveness; sound judgment; initiative; resourcefulness.

MINIMUM QUALIFICATIONS: *        Either

  1. Master's degree in Public Health, Health Education, Nursing or a related field and three (3) years of experience in public health education; or
  2. Bachelor's degree in Public Health, Health Education, Nursing or a related field, and four (4) years of experience in public health education; or
  3. Bachelor's degree in education, nursing, epidemiology, nutrition or a related field and four (4) years of experience in health education; or
  4. Bachelor's degree in marketing, human services, social work or psychology and four (4) years of experience in health education; or
  5. An equivalent combination of training and experience as described above.

PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.

SPECIAL REQUIREMENT:

Access to transportation may be required to complete possible field work assignments in a timely and efficient manner.
