TRANSPORTATION COORDINATOR (OSR)
DISTINGUISHING FEATURES OF THE CLASS: This is an administrative and supervisory position in the implementation of the County's Office for Senior Resources' transportation program . Responsibilities include the efficient management of bus operations and vehicle maintenance. Work is performed in accordance with applicable laws, rules, and regulations, as well as established policy. General supervision is provided by the Nutrition Services Manager, the Director and/or Deputy Director of the Office for Senior Resources, with some leeway permitted for the exercise of independent judgment in carrying out the details of the work. Supervision is exercised over a small fleet of drivers. Performs related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Directs and supervises assigned staff in the safe and efficient operation of the County's Office for Senior Resources' transportation program;
- Plans bus routes and assigns transportation staff in accordance with established procedures;
- Participates in the selection, training and development of subordinate staff;
- Oversees, observes and evaluates the work of transportation staff with the consultation of department leadership;
- Provides and/or coordinates required training, testing and safety classes for bus drivers, in accordance with applicable laws, rules and regulations;
- Approves information submitted for payroll;
- Gathers data and information for use in preparing the transportation budget;
- Maintains records of time and material expended, supplies inventory and projections of workload;
- Maintain daily records of clients, mileage, routes, times and incidents;
- Receives and responds to complaints and concerns regarding transportation, in accordance with department-set procedures;
- Transport clients at regularly scheduled times to and from their homes to a variety of nutrition sites, shopping sites, etc., while assisting them into and out of the vehicle, as well as assisting clients in the proper use of seatbelts;
- Leads and participates in the transportation of clients to and from special events (ie. annual picnic, holiday parties, ect.);
- Leads and participates in the transport of meals to clients who are homebound;
- Operates two-way radio on a regular basis for ongoing communication and coordination purposes;
- Oversees drivers’ check of operating condition of vehicles as well as fuel, oil and tires before driving;
- Oversees and coordinates ongoing maintenance and service for vehicles used by assigned program;
- Receives reports of any vehicle operational defect and takes necessary action;
- Performs minor maintenance tasks and cleans vehicles;
- Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of transportation management methods; good knowledge of driving safety practices and traffic laws and regulations; good knowledge of the operation of buses, vans, and other motor vehicles; good knowledge of local geography, roads, neighborhoods, etc.; good knowledge of the operation of computer, radio and telephone equipment; good knowledge of the principles and practices of supervision; working knowledge of general repairs required for transportation equipment; ability to operate a van, bus or passenger vehicle under difficult driving and road conditions; ability to plan, organize and direct the work of others; ability to transmit clear verbal and written instructions; ability to maintain records and reports; ability to establish and maintain effective working relationships; dependability; good judgment; resourcefulness.
MINIMUM QUALIFICATIONS: Either
- Associate' degree and two (2) years of experience in the operation of automotive equipment, at least one (1) of which must have been in a supervisory or managerial capacity; or
- Graduation from high school or possession of a comparable diploma and four (4) years of experience in the operation of automotive equipment, at least one (1) of which must have been in a supervisory or managerial capacity; or
- An equivalent combination of training and experience as described in a) and b) above.
PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
SPECIAL REQUIREMENT:
Possession of a Commercial Driver’s License (CDL) valid in the State of New York, with Passenger (P) endorsement, and acceptable driving record, are required at time of appointment and must be maintained throughout employment.
NOTE: Any incumbent required to possess a CDL must also meet all qualifications as stated in NYS Vehicle & Traffic Law, Article 19.
