WIOA INTENSIVE SERVICES CASE MANAGER
DISTINGUISHING FEATURES OF THE CLASS: This position requires that the incumbent provides intensive, professional workforce-related case management to individuals and provides group educational, vocational and workplace guidance services as part of the overall workforce delivery system. Collects, organizes and analyzes information about individuals through case records, tests, interviews and professional services to appraise interests, aptitudes, abilities and personality characteristics for vocational, educational and workplace planning. Compiles and studies occupational, educational and economic information to aid clients in making and carrying out educational, vocational or workplace objectives. May engage in research and follow-up activities for clients. Works under the guidance and supervision of the WIOA Coordinator. May supervise WIOA Assistants and clerical staff. Performs related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Arranges access to applications, program eligibility guidelines and next step guidance for clients and makes appropriate eligibility determinations;
- Provides outreach, intake and orientation for clients to information and other available one stop services;
- Performs initial assessments of skill levels, aptitudes, abilities and support services needs;
- Arranges job search strategies and placement assistance and conducts career counseling where appropriate;
- Performs follow-up services as needed for not less than twelve months after the client’s first day of employment;
- Gathers current and projected occupational supply and demand information, wage information, skill standards through publications, electronic resources and employer panels;
- Maintains information on performance and program cost from eligible training providers;
- Provides information on the availability of support services, including childcare and transportation and referral to such services;
- Enters required data into the State on‑line system for tracking and program performance purposes and compiles statistics as necessary;
- May be required to perform field visits with employers and clients;
- May carry out special projects in various employment-related areas;
- Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Thorough knowledge of one stop and workforce development concepts; good knowledge of concepts related to cultural, environmental and personal factors influencing lives of persons who are economically disadvantaged, displaced, low income or unemployed; good knowledge of community organizations and human service agencies; good knowledge sources of occupational information related to vocational guidance, training and placement; good knowledge of Federal and State employment and workforce development system laws, rules and regulations, and ability to apply the knowledge in performance of duties; ability to evaluate client vocational interests and aptitudes; ability to communicate orally and understand, interpret and prepare written materials; ability to communicate goals and services to individuals and groups; ability to plan and organize; ability to work with clients in a variety of counseling and vocational guidance situations; ability to establish and maintain effective interpersonal relationships; tact and understanding.
MINIMUM QUALIFICATIONS: Either
- Bachelors degree and one (1) year of full-time experience as an Employment Interviewer/Counselor or other employment related position with similar duties and responsibilities; or
- Completion of a minimum of sixty (60) semester credit hours with at least twelve (12) credit hours in Counseling or Casework and three (3) years experience as an Employment Interviewer/Counselor or other employment related position with similar duties and responsibilities; or
- Graduation from high school or possession of comparable diploma and five (5) years experience as an Employment Interviewer/Counselor or other employment related position with similar duties and responsibilities; or
- An equivalent combination of training and experience as indicated a), b) and c) above.
PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
SPECIAL REQUIREMENT:
Access to transportation may be required to complete possible field work assignments in a timely and efficient manner.
