PUTNAM COUNTY 2025 BUDGET PREPARATION
FOR OUTSIDE AGENCIES
Enclosed is your 2025 budget request package for outside agencies. As described in these materials, this information will serve as the basis for development of the 2025 County operating budget.
All budget requests are to be written on the computer printouts since these are the only documents used for data input into the computerized budget system, no substitutes will be accepted. Please write your request under the “Projection Level 1” column. Your requests should provide details of current operations with projected expenditure and revenue estimates (where applicable) through the end of 2024.
In addition to all relevant documents related to the traditional decentralized budget process outlined by the Putnam County Legislature, the County Executive and the administration is seeking requests for funding that prioritize a number of items including the County's Mission Statement, aligns with the county's 2022-2024 Community Health Assessment and Community Health Improvement Plan, supports environmental sustainability, fosters economic development, adds Americans with Disabilities (ADA)-accessibility facility and building improvements, and supports projects for our special needs populations.
Please also include the attached information requested pursuant to the decentralized budget guidelines adopted by the Putnam County Legislature. Please provide the required information in PDF format by EMAIL along with your budget submission. If information such as the latest tax return and audited financial statements are not available yet, please indicate this and email the required information once it becomes available.

List of Required Documents - PLEASE SUBMIT ONLY 1 COPY OF THESE DOCUMENTS
- Any distributed summary or report of the strategic plan and the accomplishments of the Non-For-Profit (NFP);
- A list of the NFP’s current serving directors, including contact information for each, the date and length of their respective terms and their signed conflict disclosures;
- A complete list of the NFP’s employees;
- Complete copies of the NFP’s current by-laws and the minutes for any board and committee meetings conducted in the last two (2) years;
- Copies of each independent audit and/or auditor compilation of the NFP’s financial reports for the last year;
- Copies of the NFP’s current Code of Conduct and any Administrative Policies, including but not limited to policies that address check signing authority, opening of bank accounts, or use of credit cards;
- Copies of the NFP’s Conflict of Interest and Related Party policies, if any,;
- Records relating to review and approval by the NFP of the engagement and salary for any compensated positions; and
- Copies of the NFP’s IRS 990 or IRS 990EZ filed for the last year and the records relating to review and approval by the NFP’s board for said filings.

Mission Statement
The County Finance Department performs the following functions: Tax Collection, Budgeting, Accounts Receivable and Payable Payroll, Producing Financial Statements and Information, including financial analyses, Investment, Acquisition of Property for Unpaid Taxes, Providing Certificates of Residence for individuals who want to attend a community college outside of Putnam County at a reduced tuition.
The Commissioner of Finance collects delinquent taxes and the second half of a partial school tax payment. When making payments due to the Commissioner, the check should be made payable to the Commissioner of Finance
