CHIEF MECHANIC II

DISTINGUISHING FEATURES OF THE CLASS This is important work involving responsibility for inspection, repair, maintenance, and budget of a fleet of vehicles and construction equipment of the County Department of Public Works or an assigned municipality. Work also involves performance of the more difficult tasks of the trade. General supervision is received from a higher-level administrator with wide leeway permitted for the exercise of independent judgment in planning, scheduling and/or budgeting operations. This title is distinguished from the title of Chief Mechanic by the overall greater administrative responsibility. Supervision is exercised over the work of automotive mechanics, diesel mechanics, and other skilled and unskilled workers. Performs related work as required.

TYPICAL WORK ACTIVITIES: (Illustrative only)

  • Leads and participates in the repair and maintenance of all automotive and special equipment used in highway/road construction and maintenance, grounds maintenance, and/or snow removal;
  • Analyzes trouble in gasoline and diesel motors and decides on needed repairs;
  • Leads in the most difficult repairs of gasoline and diesel motor equipment;
  • Leads and participates in machine shop welding and blacksmith operations;
  • Makes estimates of time and cost and prepares requisitions for parts;
  • Organizes repair schedules to permit the efficient and economical use of equipment;
  • Receives reports of and responds to break downs and emergency repairs for snow and construction equipment;
  • Diagnoses any malfunction in engine, transmission, hydraulic, brake, and electrical systems;
  • Maintains fleet management records;
  • Schedules all vehicle maintenance and may make arrangements for repairs and services by outside service providers as necessary;
  • Develops and maintains fleet, equipment and parts budget;
  • Recommends vehicles and equipment for replacement and arranges auction;
  • Maintains inventory and requisitions parts as needed;
  • Keeps records of repairs performed, parts replaced and makes recommendations for replacement of worn equipment;
  • Inspects vehicles and maintains records of automotive equipment in accordance with State inspection law requirements.
  • Trains new employees and provides guidance to automotive mechanics and other skilled workers in shop operations, mechanical maintenance and repair work;
  • Ensures all safety routines are adhered to;
  • Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Comprehensive knowledge of the common practices, tools, terminology and safety precautions of the trade; good knowledge of budgeting , cost analysis, and record keeping; ability to plan and supervise the work of others; ability to work from plans and specifications; ability to use computer applications such as spreadsheets, word processing, and database software; ability to enter data, organize and maintain records, and prepare reports; ability to prepare cost estimates; ability to maintain accurate progress and activity records; ability to instruct employees in work methods; ability to use independent judgement; ability to understand and follow written and oral directions; initiative; leadership; dependability.

MINIMUM QUALIFICATIONS Either

  1. Five (5) years of experience as a journeyman automotive mechanic including three (3) years of supervisory experience; or
  2. Ten (10) years of progressively responsible experience as a skilled automotive mechanic including five (5) years of supervisory experience; or
  3. Any equivalent combination of experience and training as indicated in a) and b).

SPECIAL REQUIREMENTS:

  1. Possession of a Commercial Driver’s License (CDL) valid in the State of New York, with endorsements appropriate to the type of motor equipment being operated, and acceptable driving record, are required at time of appointment and must be maintained throughout employment.
  2. Incumbents may be required to receive certification to perform motor vehicle inspections in the State of New York within a predetermined amount of time after appointment.

Mission Statement
