CONSTRUCTION PROJECT ASSISTANT
DISTINGUISHING FEATURES OF THE CLASS: Work involves monitoring and assisting with construction projects including capital works projects and county infrastructure (roads, buildings, parks, etc.) development, maintenance and renovation. Incumbent is responsible for assisting with: coordination of bid process including development of plans/specifications, cost estimates, bid acceptance/award process; management of service contracts; research/purchasing of materials and services, etc. Performs site inspections and generally monitors projects to ensure compliance with bid specifications, and approved plans and specifications. Works closely with county architectural, engineering, purchasing and construction staff as well as outside contractors and consultants, and other governmental agencies. Work is performed under supervision of the Supervisor of Planning and Design. Performs related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Assists with research, purchasing and management of materials for construction projects and facilities maintenance;
- Assists with development of specifications and cost estimates for public bid process;
- Assists with coordination of bid process, bid awards, vendors, contracts for materials and services, etc.;
- Assists with management and coordination of contracts and services including but not limited to: elevator maintenance, janitorial services, concrete sidewalk repair/replacement, gutter/roof repair, locksmith services, etc.;
- Assists with research, purchasing and management of materials for construction projects and facilities maintenance;
- Conducts inspections of project and construction sites;
- Works with Highways and Facilities staff, contractors, outside consultants, and other governmental agencies to ensure compliance approved plans, as well as codes and regulations;
- Attends meetings to review and plan for construction projects, and follows up on the status of projects;
- Maintains databases and spreadsheets for ongoing bid process and for all projects, including current and historical bid awards, vendors, contracts for materials and services and records of onsite inspections;
- Prepares reports relative to status, cost and other details of construction projects, as needed;
- Maintains Highways and Facilities Department vehicle inventory, including vehicle registrations and vehicle retirement;
- Performs a variety of related activities as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principles, methods, materials and equipment common to building construction; good knowledge of the building trades; knowledge of building and road construction practices; ability to establish and maintain effective and cooperative working relationships; ability to read and interpret a variety of blueprints, plans and specifications applicable to building construction and site plan development; ability to make skilled technical inspections and to enforce regulations firmly, technically and impartially; ability to keep records and prepare reports; ability to effectively use computer applications such as spreadsheets, word processing, calendar, e-mail and database software; integrity; thoroughness; tact; good judgment.
MINIMUM QUALIFICATIONS:
Graduation from high school or possession of a comparable diploma and five (5) years of experience in building construction, building repair, building mechanical maintenance, or construction coordination.
