SENIOR EARLY INTERVENTION SERVICE COORDINATOR
DISTINGUISHING FEATURES OF THE CLASS: This is specialized professional social casework which primarily involves responsibility for coordinating the direct delivery of early intervention services to challenged infants and toddlers under three years of age and their families. Work is performed in accordance with New York State Department of Health regulations and guidelines. Direct supervision is provided by the Supervisor of Early Intervention & Pre-School Programs. Supervision of others is a responsibility of this position. Performs related work as required.
TYPICAL WORK ACTIVITIES: (Illustrative only)
- Maintains a full Early Intervention Service Coordinator caseload;
- Supervises ongoing service coordination, providing guidance and feedback as needed;
- Reviews service coordinator files for quality assurance, including client contact, proper filling out of paperwork, and checking notices;
- Ensures service coordinators adhere to case file timelines set forth by State regulations and internal procedures;
- Reviews service coordinator files for accurate documentation in accordance with internal procedures and State and Federal Regulations;
- Provides reviews and updates on New York State regulatory information, changes and policy developments relative to early intervention services and related functions;
- Assists in the incorporation of policy and regulatory changes, and ensures on an ongoing basis that any appropriate New York State regulations, requirements and protocols are fulfilled;
- Monitors service coordination activities ensuring that policy and procedure is followed and families’ rights are not violated;
- Participates in multi-disciplinary evaluations and IFSP;
- Counsels families and may intervene when necessary;
- Assists with internal and state audits;
- Assists in the distribution of communication to all Early Intervention Service Coordinators;
- Prepares reports and maintains records;
- Appear on behalf of Supervisor for reviews, evaluations, meetings etc. when the Supervisor is unavailable;
- May attend community meetings, professional conferences, New York State Department of Health conferences and workshops to keep abreast of policy/protocol and current trends in child development, delay and treatment
- Performs a variety of related activities, as required.

FULL PERFORMANCE KNOWLEDGES, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS: Good knowledge of the principles, methods, procedures and practices of social casework, including case management; good knowledge of the problems, needs, and treatment of challenged infants and toddlers under three (3) years of age; good knowledge of New York State health laws, regulations and guidelines regarding the provision of special services and programs for challenged infants and toddlers under three (3) years of age; good knowledge of community resources and county programs and how to use them effectively for preschool challenged infants and toddlers and their families; ability to communicate effectively, both orally and in writing; ability to time manage; ability to multitask; ability to make independent decisions; tact; courtesy; professionalism.
MINIMUM QUALIFICATIONS:* Either
- Master’s degree in Social Work and one (1) year experience in an early intervention and/or pre-school service coordination program; or
- Bachelor's Degree in a health or human services field and three (3) years of experience in an early intervention and/or pre-school service coordination program; or
- Associate degree in a health or human services field and five (5) years of experience in an early intervention and/or pre-school service coordination program; or
- An equivalent combination of training and experience as defined above.
PLEASE NOTE: Your degree must have been awarded by a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education.
SPECIAL REQUIREMENTS:
- All Early Intervention Service Coordinators are required to participate in a introductory service coordination training sponsored or approved by the New York State Department of Health within the first year of employment, as set forth in Title 10 of the State of New York Department of State Codes, Rules and Regulations (NYCRR), Part 69 - §69-4.4, Qualifications of Service Coordinators.
- Possession of a valid, unrestricted, appropriate level driver’s license, and acceptable driving record are required at time of appointment and must be maintained throughout employment.
SUBSTITUTION NOTE: Per NYCRR Title 10, Part 69, §69-4.4(a)(1)(i), verifiable voluntary or part-time experience is acceptable to meet the above-described requirements on a pro-rata basis.
