The Coroner has jurisdiction and authority to investigate the death of every person in the County whose death appears to be due to criminal violence, suicide, casualty, caused by an unlawful act or criminal neglect; occurring in a suspicious, unusual or unexplained manner; unattended death or any person confined to an institution.  Family permission is not required.

*The Coroner’s are available 24/7 via the police.  Any calls, letters, or emails received will be handled promptly.

  • How do I obtain a copy of the Medical Examiner's Report?

    You can print a copy of the Request for Autopsy Report online:  (Parent/Spouse) (Next of Kin) or call/email the office to have a copy mailed to you.  Once we have received your request, a copy of the report will be mailed to you when it is completed (approximately 10 or more weeks)

  • How do I get an Autopsy Report?

    Under New York statutory law, autopsy reports are specifically exempted from public disclosure under the Freedom of Information Law.  Autopsy reports will only be released to anyone who falls under Putnam County Guidelines.

  • What is Cause of Death Pending?

    A “Pending” death certificate is issued if further study is needed.  This allows the Funeral Home to claim the decedent for burial/cremation.  This may not satisfy the requirements of insurance companies.  Once all labs and cultures are completed, the autopsy report will be finalized and amendments to the death certificate will be completed.

  • What do I need in order to Obtain an Amended Death Certificate

    When the Medical Examiner Report is finalized, any amendments to death certificates stating “Pending Further Investigation” will be made. This can take an additional two weeks. Copies of Amended Certificates can be obtained ONLY from the Town Clerk where the place of death occurred.

  • How can I get a release of decedent after autopsy?

    Any inquiries regarding release of the decedent is handled by the Funeral Home.

  • How can I get funeral home information?

    Funeral Homes can contact (845) 279-5711 x3113 for information on release.  If the decedent is being sent out of the country, you will need to contact the Department of Health for a letter of non-communicable diseases. (845) 808-1390

  • How do I get someone's Personal Belongings?

    All personal belongings, except for valuables (wallet, phone, jewelry, etc.), are sent to the Funeral Home with the decedent. Valuables are given to the investigator on the case.

Mission Statement

The Soil and Water Conservation District was created in 1967 to develop and carry out a program of soil, water and related natural resource conservation by providing technical assistance and programs to residents, landowners and units of government. This department is open from 9am to 5pm Monday through Friday (except from mid-June through mid-September, when the hours are 8am to 4pm).

  • Putnam County Agriculture & Farmland Protection Board

    The Putnam County Agricultural and Farmland Protection Board (PCAFPB) was formed in 1997 to advise the County legislature on actions that impact farms, and review Agricultural District petitions submitted during the Annual Enrollment period of April 1st through April 30th.  The PCAFPB shall also develop, assess, and approve county agricultural and farmland protection plans.  The PCAFPB is a resource for farmers, landowners, and municipalities regarding any agricultural concerns within Putnam County.

    Cornell Cooperative Extension and Soil and Water Conservation have teamed up again to offer a wonderful selection of trees and shrubs. The seedling sale has a long-standing tradition of planting trees and shrubs that create habitat and protect water quality. Trees reduce the amount of storm-water runoff, which reduces erosion and water pollution while stabilizing shorelines, reducing the effects of flooding. And our selection of plants includes native trees, shrubs, and perennials that support birds and pollinators.

The Records Center facility is protected by intrusion, smoke detectors, water sensors and motion monitor alarms. If you need to request records, contact the appropriate County, Town or Village department with the Freedom of Information Process.

For Birth, Death and Marriage Records contact the Town or Village where the event happened. For Mortgage and Land Records, contact the Putnam County Clerk’s Office directly at (845) 808-1142 ex. 49236

The Putnam County Records Center is a full-service mandated Records Management storage facility for all inactive records for all County Departments and the Towns of Southeast, Putnam Valley, Kent, Patterson, Carmel, and the Village of Brewster, and also the Town of Lewisboro in Westchester County.

The Records Center also provides microfilming, conversion from microfilm to electronic optical images, record retrieval, files management and destruction of records as per New York State Archives and Records Administration Record Retention Schedules for municipal departments and for State, County and local Courts and faxing of record requests.

    The Empire State Purchasing Group, is a group of municipal agencies located in throughout the state that joined forces in March 2002 to create this Regional Bid Notification System to notify businesses of bid and contract opportunities.

    Businesses can gain access to all participating agencies bid information from this one website. This system provides instant access to all of our Bids, RFP’s, Quotes, Addenda and Awards online. Government agencies from Dutchess, Orange, Putnam, Rockland, Sullivan, Ulster, and Westchester Counties are welcomed to use this system. In addition to the current participating agencies, more are expected to join in the future.

    The County of Putnam utilizes a shared bidder’s list with over 141 governments throughout the state. The Empire State Bid System is a group of municipal agencies located throughout the state that joined forces to create a Regional Bid Notification System to allow easy access to bid and contract opportunities.

    Over 41,000 local government contracting opportunities are available on this system.

    Local Businesses can now gain access to all ESPG participating agencies contracting opportunities from a single website. This system provides instant access to the Purchasing Department’s Bids, RFP’s, Quotes, Amendments and Awards online. Local government agencies from Rockland, Orange, Ulster, Dutchess, Putnam, and Westchester utilize this system.

  • Vendor Registration Options

    Vendors that would like access to contracting opportunities from agencies using this system have two options when registering. Businesses should compare both options and determine which is best for their company.

    Free Registration – there is no charge for businesses to register and gain access to contracting opportunities. Businesses who select the free registration option have access to the site 24 hours a day, seven days per week. Businesses can search by each municipal agency to determine what contracting opportunities are currently available and download the bidding documents from the system.

    E-mail Notification – Businesses can receive instant alerts by e-mail for all formal Bids and RFP’s, all Quotes and all Amendments. There is a $89.95 annual fee for automatic e-mail notifications. This fee is hundreds of dollars less than most Bid Service Bureaus charge and is considerably less than paying for newspaper subscriptions to search for Public Notices of contracting opportunities.

The Regional Bid Notification System is operated by BidNet on behalf of the participating agencies. If you need assistance when registering, please contact BidNet at 800-835-4603. BidNet provides all technical and vendor support for the ESPG system and will be happy to assist you at any time.

The Hudson Valley Municipal Purchasing Group (HVMPG)

The Hudson Valley Municipal Purchasing Group (HVMPG), an instrumentality of local governments (General Municipal Law §119-o), is the regional purchasing organization of Hudson Valley local governments and certain not-for-profit organizations providing services on behalf of local governments. The HVMPG works on procurement related issues in an effort to provide efficiencies in the procurement process and obtain the best value for its taxpayers.

The HVMPG initiated its Cooperative Purchasing Program in 2002 with the basic objective of reducing costs through economies of scale created through volume buying and to make it easier for Hudson Valley businesses to obtain information about local government contracting opportunities through the use of a Regional Bid Notification System. Participating jurisdictions have also experienced cost savings through the reduction or elimination of administrative costs through the use on the Regional Bid Notification System.

The HVMPG promotes an exchange of management and technical information among area purchasing officials and encourages the continuing education of procurement professionals throughout the region.
