County Employees participating in Thayer Leadership’s Operation Island Knight

Putnam County Conducts Leadership Training In Partnership with West Point Based Organization

Carmel, NY – Earlier this week, approximately 50 supervisors and managers from various departments across county government participated in a full day of leadership training hosted by the renowned Thayer Leadership, based at West Point. This initiative marks a continued investment in building a culture of collaboration, excellence, and strong leadership across Putnam County's government.

The training, conducted at the Putnam County Golf Course, combined theoretical instruction and hands-on exercises led by distinguished U.S. Army veterans. The program included leadership instruction delivered by Lt. Colonel Sande Schlesinger, US Army, Retired, and an experiential training scenario titled Operation Island Knight, facilitated by Lt. Colonel Jenny Hartsock, US Army, Retired. Operation Island Knight is a dynamic, scenario-based exercise modeled after U.S. Army leadership simulations, challenging participants to apply strategic thinking, problem-solving, and teamwork in a simulated crisis environment.

“Strong leadership is the cornerstone of effective government,” said Putnam County Executive Kevin Byrne. “We’re not only improving our ability to serve our residents but also fostering collaboration and innovation across all departments. Thayer Leadership’s approach—rooted in the values and principles that have defined leadership at West Point for centuries—provided our team with the tools they need to grow as leaders and navigate challenges effectively. This training is just one example of how we’re continuing to build a stronger, more resilient Putnam County.”

The program’s participants included supervisors and managers from a diverse range of departments, from public safety and infrastructure to health services and administration. This diversity allowed for cross-departmental collaboration and shared learning experiences, strengthening interdepartmental relationships and teamwork.

Byrne added, “Leadership is not just about titles or authority; it’s about the ability to inspire and bring out the best in others. Programs like this are invaluable in helping our team lead with confidence, integrity, and accountability.”

The Thayer Leadership training program is part of the Byrne Administration’s ongoing effort to invest in the county’s workforce and ensure that government operations are guided by strong, principled leaders who are well-prepared to address the needs of the community.
