For Immediate Release: Putnam County Executive, Town Supervisors, Village Mayors to Announce Historic Compromise on Sales Tax Revenue Sharing, Clearing the Way for Major Property Tax Cut
KENT, NY – Putnam County Executive Kevin Byrne will be joined by supervisors, mayors, highway superintendents, town councilmembers, and community stakeholders from the county’s nine towns and villages on Tax Day, Tuesday, April 15, in front of Kent Town Hall to announce a historic agreement on sharing a portion of the county’s sales-tax revenue. The compromise was struck in the wake of the county legislature’s inability to extend Putnam County’s existing sales-tax rate, an action it had taken consistently over the past 18 years.
With the agreement in place, the county’s representatives in the state delegation can introduce legislation in their respective Senate and Assembly chambers to extend the sales-tax rate and allocate a portion to the towns and villages. The county legislature would then have to ultimately decide whether to give this historic compromise an up-or-down vote, sending it back to Albany for final home-rule approval and the governor’s signature.
On April 14, Byrne vetoed the county’s legislature’s April 1 Resolution #108 of 2025, which sought to lower the current sales-tax rate by 6.25% despite multiple warnings from municipal leaders and the county’s own finance commissioner that such a move would immediately subtract over $5 million from Putnam County’s coffers and increase the likelihood of borrowing and other tax increases in the years ahead.
