NOTICE IS HEREBY GIVEN that a public hearing will be held before the County Executive of the County of Putnam at Room #102 of the County Office Building, 40 Gleneida Avenue, Carmel, New York 10512 on the 29th day of October, 2026 at 3:30 p.m. and 5:00 p.m. concerning:
A LOCAL LAW ADOPTING A REAL PROPERTY TAX EXEMPTION FOR THE CREATION OF ACCESSORY DWELLING UNITS PURSUANT TO §421-p OF THE NEW YORK STATE REAL PROPERTY TAX LAW AND EXCLUDING SHORT-TERM RENTALS
By resolution #248, the Legislature of the County of Putnam on October 6, 2026 hereby adopts the exemption allowed by NYS Real Property Tax Law § 421-p, qualifying residential property reconstructed, altered, improved or newly constructed to create one or more additional residential dwelling units on the same parcel as a pre-existing residential building shall be partially exempt from Putnam County real property taxation and applicable special ad valorem levies, but not special assessments, to the extent and for the period provided by the Real Property Tax Law § 421-p. Eligibility requirements A-H must all be met, and short-term rentals, occupancy for a period of fewer than thirty consecutive days in exchange for compensation, are excluded from the exemption. This Local Law shall take effect immediately upon filing with the Secretary of State in accordance with the New York State Municipal Home Rule Law and shall apply only to qualifying projects for which a building permit is issued and construction commences on or after the effective date.
