Byrne Touts Community Paramedicine and Early Learning Center Successes in State Capitol
CARMEL, NY – Putnam County Executive Kevin Byrne delivered his testimony earlier this week to the Joint Senate and Assembly Health Budget Committee at the State Capitol. In it, he discussed the impact of state budget decisions on county governments and to highlight two innovative Putnam County programs improving outcomes for residents while reducing costs.
Byrne emphasized that counties are on the front lines of delivering health and human services, and that flexibility from Albany allows local governments to tailor solutions that meet the unique needs of their communities.
“Albany’s decisions have real consequences for county governments and the families we serve,” Byrne said in his testimony. “Putnam County’s experience shows that when counties are given the flexibility to innovate, we can deliver stronger outcomes and better value for taxpayers.”
Byrne focused on two county initiatives already demonstrating measurable success. The first is Putnam County’s Early Learning Center, a Think DIFFERENTLY initiative developed in partnership with local school districts and nonprofit provider Community Based Services. The program integrates preschool students with special needs and Universal Pre-K students in one inclusive setting. Previously, many preschool-aged children requiring therapeutic placements were transported out of county, in many cases spending up to two hours each way on a bus.
By keeping services local, the Early Learning Center enhances educational outcomes, reduces transportation time, strengthens family engagement, and lowers taxpayer costs associated with out-of-county placements and busing. The model also expands access to high-quality childcare at a time when shortages continue to impact families across New York State.
Byrne also highlighted Putnam County’s Community Paramedicine program, the first countywide initiative of its kind in New York State. Launched in November 2025, the program uses mobile integrated healthcare to deliver non-emergency, preventive care directly in residents’ homes. Trained paramedics conduct home visits, help manage chronic conditions, identify health risks, and connect residents to appropriate medical and social services.
“These are not theoretical models,” Byrne told lawmakers. “They are active programs already making a difference for children, seniors, and families in Putnam County.”
Following his testimony, Byrne spent time on the Assembly floor with his successor, Matt Slater, discussing the importance of continued state support for innovative, county-led solutions.
“We’re providing access to those in need in Putnam County. We’re going to continue working here in the state capitol for the benefit of all in Putnam,” said Assemblyman Matt Slater. “County Executive Byrne provided great insight into how to we can make New York one of the healthiest states in America, after having helped to establish Putnam as the healthiest county in the entire state.”
Byrne concluded his testimony by encouraging state leaders to continue empowering counties with the flexibility needed to address local challenges effectively and responsibly.
“As we look ahead in this budget process, I urge the Legislature to recognize the value of local innovation,” Byrne said. “When counties are trusted to lead, New Yorkers benefit.”
