CARMEL, NY – County Executive Kevin Byrne joined Youth Bureau Director Janeen Cunningham, members of the Putnam County Legislature and community leaders from across the county on Wednesday to celebrate the grand opening of the newly renovated Youth Bureau offices at Tilly Foster Farm.

The ribbon cutting drew well over 100 attendees, including representatives from local schools, BOCES, parks departments, community organizations, youth agencies, and a number of children who gathered to show their support for the Bureau’s work and its new home.

The project transformed an aging farmhouse on the property into a modern, functional office and gathering space designed to host youth programming, workshops, and community events – while maintain the building’s historic look and feel. The renovation was a joint effort between the County’s Department of Public Works and private contractors, who worked together to restore the structure while preserving its historic character and charm. The project was financed as part of the County’s Capital Plan introduced by the County Executive and approved by the Legislature late last year in the 2025 County Budget.

County Executive Kevin Byrne praised the Youth Bureau’s ongoing work and said the new office will strengthen its ability to serve families across Putnam County.

“Our Youth Bureau plays a special role in connecting young people with positive opportunities, mentorship, and support,” said Byrne. “This renovated space gives them the tools and setting they deserve to continue that mission. Locating it at Tilly Foster Farm also complements the park’s broader educational and community goals, tying in naturally with the existing BOCES culinary program as well as other learning initiatives that will be supported by Cornell Cooperative Extension’s future home at the park.”

“This new space gives our Youth Bureau a permanent home that is both practical and inspiring,” said Youth Bureau Director Janeen Cunningham. “It allows us to expand our programs and engage more young people in a welcoming, educational environment. We’re thrilled to be part of the Tilly Foster community and grateful for the County’s investment in our youth.”

The Youth Bureau’s new headquarters will host youth leadership initiatives, volunteer programs, and educational workshops throughout the year. The move to Tilly Foster positions the Bureau alongside other county departments and community partners engaged in education, agriculture, and workforce development—further enhancing the Farm’s role as one of Putnam County’s premier destinations for learning and collaboration.
